Recurring Notifications (the old “safe broadcast”)
In short
Recurring Notifications let customers opt in to daily, weekly or monthly messages so a Page could send promotional messages even after 24 hours. Many tools in Thailand called it “safe broadcast”. Meta ended it on February 10, 2026 in every country except Australia, the European Union, Japan, South Korea and the United Kingdom, so it no longer works in Thailand, and sellers need to move to paid Marketing Messages instead.
What Recurring Notifications were
Meta launched Recurring Notifications on May 19, 2022 as a free system: users opted in to messages at a frequency they chose (daily, weekly or monthly), and the Page could then send them promotional messages even after 24 hours. Meta's documentation later renamed it Marketing messages, noting it was formerly known as Recurring Notifications.
In Thailand, many tools promoted features built on this system as “safe broadcast”, and some pages still advertise it even though the system has ended.
Shutdown timeline
Thailand is not on the list of exempt countries, so sending Recurring Notifications through Meta's API to users in Thailand no longer works.
- May 19, 2022: Meta launched Recurring Notifications
- September 1, 2025: no new onboarding, and frequency cut to 1 message per recipient every 48 hours
- February 10, 2026: the API returns errors; ended in every country except Australia, the European Union, Japan, South Korea and the United Kingdom
What replaced it
Meta directs users to the Marketing Messages API, which is paid. Tokens from recipients who already opted in and existing message content carry over.
Order status or shipping updates can use Utility message templates. Other messages should be sent inside the 24-hour window.
What sellers who broadcast should do
- Ask your current provider which Meta channel its “safe broadcast” feature now uses, since Recurring Notifications have not worked in Thailand since February 10, 2026.
- To send promotions to customers who opted in before, move to Marketing Messages through a tech provider with access, which costs money per message.
- For order status or shipping updates, use Utility message templates.
- Send everything else inside the 24-hour window after a customer messages you or taps a button in the chat.

FAQ: Recurring Notifications (the old “safe broadcast”)
- Does the Recurring Notifications “safe broadcast” still work?
- Not in Thailand. Meta ended Recurring Notifications on February 10, 2026, and the API now returns errors. The only exempt regions are Australia, the European Union, Japan, South Korea and the United Kingdom.
- Recurring Notifications are gone. What should I use instead?
- For promotional messages outside the 24-hour window, use Marketing Messages, which are billed per delivered message. For order status updates, use Utility message templates.
- Do customers who subscribed before need to opt in again?
- According to Meta's FAQ, existing recipient tokens and message content carry over to Marketing Messages, but you must send through a tech provider with access, and there is a cost per message.
